On May 16, at a special meeting ‘Citizen participation in election observation process’, the chairman of the Presidential Council of the Russian Federation for the Development of Civil Society and Human Rights (HRC), Mikhail Fedotov, awarded a certificate of merit to the member of the HRC, the founder and former executive director of the Association ‘Golos’ Lilia Shibanova.

The certificate was awarded for her invaluable personal contribution to the promotion of justice, equality, freedom and solidarity, advocacy of the supreme value of a human being as such, as well as his/her rights and freedoms.
