The CEC does not exclude a possibility of revoking the five-year term of office principle applied to precinct election officials. The CEC member Boris Ebzeev presented this proposal at CEC session. He believes that the results of official misconduct investigation in St. Petersburg induced such proposal.

The CEC secretary Maya Grishina said the St. Petersburg case was still under investigation. By now, several PEC members, as well as election officials from three TECs have been dismissed.

The movement advocating for the voter rights ‘Golos’ has recorded numerous violations during the Elections held in St. Petersburg.

The Law on Guarantees of Electoral Rights stipulates the five-year term of office of PEC members. This provision was introduced in 2012, as previously PEC members were selected for every election.

Previously, the CEC chairperson Ella Pamfilova suggested a jury should be authorized to determine the composition of precinct election commissions to ensure equal representation of different segments of society.
